We tend to mistakenly think that academic achievement gap is related to an economic gap or to any other economic capital but it is connected to a cultural and social capital. Especially when we think about the regional human network, cultural and social capital is an important concept. When government thinks about what is necessary for policy, they mistakenly tend to concern only on employment problem and economical support.
